Manage subscriptions in ATM

Monthly support can only have one active subscription from a supporter to the same creator or project. If a supporter wants to change the amount, they should manage the existing subscription in ATM rather than creating a duplicate.

Creators should use ATM to manage subscribers and subscription payment status. Supporters should use ATM to manage the subscription they are paying for.
